When you reach the top, thats when the climb begins.
I look at this as when I finish high school which is the top of my list right now, then thats when my climb begins which means thats when I go on to college, and after college then I go on to start my career. I believe this is saying, once you finish one goal then thats lets you know that you can finish the other goals. Finishing one goal motivates you to finish the other goal.

i agree to what you're saying because when you do finish high school it is the end of one chapter and the beginning of a new charter called the real world. where you go out on you're own.
